Global Engagement and Internationalization of Higher Education MPA and IAU Certificate

The International Association of Universities is proud to announce the Global Engagement and Internationalisation of Higher Education Master of Public Administration and IAU certificate co-developed with Mykolas Romeris University in Vilnius, Lithuania.

This one-year programme strengthens the offer of IAU capacity building services and aims to equipe higher education leaders, directors of international relations and partnership coordinators, higher education policy experts, and other professionals aiming to strengthen competencies in global engagement and international cooperation with the tools needed to steer internationalization and global engagement strategically. The educational process relies heavily on peer exchange, case-based problem-solving, and critical reflection on real-world institutional dilemmas across diverse higher education systems.  

In order to provide professionals worldwide with flexibility, the programme is composed of 3 different components:   

  1. Master of Public Administration (MPA): A comprehensive 90-ECTS degree provided in hybrid format, digging deep into strategic leadership, institutional governance, and cross-border higher education policy.  

  2. IAU Certificate Programme: A fully online programme composed of five courses of the MPA, enabling professionals to gain targeted competencies without committing to the full degree immediately. IAU certificate participants will gain ECTS credits that can be transferred to complete the MPA at a later stage. 

  3. Individual Courses: Enrollment in single courses is also an option for people interested in a specific topic of the MPA. As for the IAU certificate, credits will be accumulated and are directly transferable toward the MPA degree.  

Courses are delivered by a dedicated international team of leading scholars, senior policymakers, and trusted experts from the IAU network. Led by Program Director Prof. Dr. Hans de Wit (IAU Senior Fellow and Professor Emeritus at the Center for International Higher Education at Boston College), the teaching team bridges theoretical foundation with executive institutional experience. 

This programme marks a major milestone in deep institutional cooperation between the IAU and one of its active members, Mykolas Romeris University (Vilnius, Lithuania). Discounted tuition rate for the IAU Certificate are provided to representatives from IAU Member Institutions. 

The programme starts in February 2027 and applications are open from 15 October to 17 December 2026.
