Association
The work of the Association is structured around two interconnected areas: functions and thematic priorities. The functions reflect how the IAU delivers on its mission—through its role as a global knowledge hub, its advocacy and policy engagement, its convening power, and capacity-building activities. The thematic priorities, in turn, encompass areas of focus. Together, these two dimensions define the IAU’s approach to supporting and shaping higher education worldwide.
Functions
The functional capacities of the Association allow it to deliver on its mission to strengthen higher education worldwide. These include its role as a global knowledge hub, generating and sharing research, data, and analysis; its ongoing advocacy and policy engagement at international forums; its commitment to capacity building through peer learning and leadership development; and its work in convening the global higher education community through events and strategic partnerships. Together, these functions enable the IAU to support its Members and influence the global higher education agenda.

Advocacy is a core function of the IAU, grounded in its commitment to promote higher education as a public good and a key driver of sustainable development. The IAU assumes a seat representing higher education at the United Nations and other international policy fora through its consultative status and active engagement with multilateral organizations such as UNESCO, the United Nations, the Council of Europe, the African Union, and the League of Arab States.
As a value-based representative of the sector, the IAU amplifies the collective voice of its global Membership to advocate for inclusive, equitable, and quality higher education systems. Through policy statements, consultations, and contributions to global agendas, the IAU ensures that the perspectives and priorities of higher education institutions are heard at the highest levels. This work is informed by its Members and underpinned by evidence from its research and thematic initiatives. As Members of the IAU, higher education institutions not only align with a shared vision but also strengthen the Association’s role as a trusted representative of the sector’s values on the UN and global levels.

The IAU plays a central role in building capacity across the global higher education community by convening and facilitating peer-to-peer learning among its Members. Through specially designed capacity-building programmes, workshops, webinars, collaborative projects, and knowledge exchange platforms, the Association supports institutions and individuals in strengthening their capabilities across all priority areas of its work. This approach not only fosters mutual learning and innovation, but also ensures that diverse voices and experiences contribute to institutional development and strategic growth. By nurturing a culture of collaboration and continuous improvement, the IAU empowers its Members to respond more effectively to global challenges in higher education.

The IAU serves as a unique global forum for dialogue and collaboration among higher education institutions, associations, and key stakeholders. By bringing together diverse voices from across regions and sectors, the Association fosters mutual learning, exchange of good practices, and collective action to address common challenges. The operational capacity of IAU work integrates research, advocacy, and services across four priority areas—Values-Based Leadership, Internationalization, Sustainable Development, and Digital Transformation—while also maintaining essential platforms such as the World Higher Education Database (WHED), which supports informed decision-making and collaboration across borders. Programme Priorities

Leadership is a core aspect of quality higher education, vital in enabling institutions to respond to complex institutional and contextual challenges and opportunities. The IAU endeavours to strengthen capacities of university leaders and enhance cooperation among HEIs across the world, whilst also empowering university leadership to act as drivers of social transformation and fairer societies.

The IAU is a the facilitator and promoter of an internationalization for all, in which all the different voices of nations, people and cultures of the world are represented and heard equally; an internationalization which allows students to grow as global responsible citizens, which promotes collaboration in research to find answers to most pressing challenges at global level; an internationalization which allows the sharing of experiences to find solutions to local problems and benefits local communities; an internationalization for society and the global common good, an internationalization that incorporates a global outlook in HEIs. Such an internationalization is a fundamental tool to build a global community of higher education and research which contributes to openness, collaboration, social justice and equity worldwide.

The future well-being of humanity and the planet depends on successful resolution of the interconnected challenges of economic, social, cultural, and environmental sustainability. Since 1993, the IAU has been an advocate for the key role higher education plays in achieving sustainable development. The IAU’s actions in support of the 2030 Agenda for Sustainable Development provide a framework for universities to develop inter-institutional collaboration in pursuit of sustainable development. The IAU aims to assist higher education leaders who wish to embed sustainable development concepts and principles in strategic planning, organisational structuring, and academic work.

The digital transformation of society is inevitably reshaping the higher education sector, and it impacts the way HEIs operate at all levels: from governance to teaching and learning; from the content of curricula to knowledge production and research activities. This constitutes an important transformation of higher education that comes both with new opportunities as well as challenges. It is an ongoing process that higher education institutions are reacting to, interacting with, and adapting to.

The World Higher Education Database (WHED) is the IAU unique online reference portal that provides authoritative information on all accredited higher education institutions as well as on higher education systems and credentials in 196 countries and territories. It is globally recognized as an official source of information. The IAU has been collecting this data since its foundation in 1950. The WHED evolves constantly to meet the needs of the global higher education community. The WHED team collects, processes, validates and publishes comprehensive and detailed higher education data on the portal on a continual basis.
