Higher Education Policy is an international, peer-reviewed journal that focuses on issues of significance in higher education policy. The journal publishes original analyses, whether theoretical, empirical or practice-based. The range of coverage extends from case studies of developments in individual institutions, to broad examination of policy-making at the system, national and regional levels.

Volume 38, issue 1.:

The first edition in 2025 of Higher Education Policy brings us a diverse collection of papers, looking at themes such as the pay of chief executives of higher education institutions in the UK, how Covid-19 impeded teaching and research and how to prevent this happening in the future, how education policies have been manipulated in a number of African states, and trends in the increasing participation of Palestinian Arabs and Jews in academic education in Israel.
